Dumaguete City, the capital of Negros Oriental is known for her warmth and friendliness and is fondly called the City of Gentle People.  This community occupies an area of 3,551 hectares and registered a population count of 92,634 in the 1995 census.  She became a chartered city on November 24,1948.

The province of Negros Oriental occupies the southeastern portion of Negros Island, with an area of 5,401 square kilometers, it is 384 aerial miles south of Manila.  The population count in the 1995 census was 1,025,247.

Dumaguete City and Negros Oriental offer their share of historical sites and both natural and mad-made tourist attractions.  To name a few, Dumaguete is the site of the Cathedral Bell Tower built in 1811, the Anthropological Museum and Luce Auditorium of Silliman University, and Rizal Boulevard, named after the man who actually came on his way to exile on Dapitan, and which now offers quite a beachfront promenade, landmark manors, and nightlife.

On the other hand, the province boasts of 1,377.6 kilometers of beaches, a vast reserve of geothermal power, forests, mountains, caves, stalagmites and stalactites, underground river, lakes, falls, swimming lagoons, hot springs, marine sanctuaries, dolphin and whale watch points, zoo and campsites as well as resorts, historical shrines and centuries-old church structures.

TRADE AND COMMERCE

The economy of the province is predominantly agricultural, with sugar cane and coconut derivatives as the top earners.  Rice, corn, rootcrops, fruits, vegetables, livestock and poultry are also extensively produced and shipped out.  Top agricultural products are sugar and molasses, crude coconut oil, copra meal/expeller cake, while the top non-agricultural product is ammonium nitrate.  There are three sugar mills, one coconut oil mill, one manufacturer of ammonium nitrate and one processor of dehydrated fruits.  Dumaguete City and Negros Oriental are fast experiencing the construction boom with a cement consumption of more than 822,000 bags in 1996.  Small-scale industries are mostly concentrated on cottage-based products.

To support these industries, Negros Oriental offers more than sufficient geothermal power from Palinpinon, Valencia, and now serves the electric power requirements of Negros, Cebu and Panay Islands.

Location Latitude 9o 18’ 30” N Longitude 123o 18’ 30” E; SE side of Negros Island, NW of Siquijor Island; Dumaguete City, Negros Oriental. 434.40 nautical miles south of Manila.

Topographic Conditions The area surrounding the port is a wide plain extending even beyond the boundaries of the municipalities of Bacong to the south, Valencia to the west and Sibulan to the north.  Its topography is generally sandy surface soil and boulder crops.

Foundation Condition The City has two (2) soil series, the San Miguel and the Taal series.  Soil materials are loose and silt loam and sandy loam.  The Taal series is of water laid volcanic soil which lies around the eastern part of Cuernos de Negros.
Climatological Condition Dumaguete has two (2) distinct seasons, namely the dry and wet seasons.   The wet season covers the period from June to November and the dry season from December to May.  The city is seldom visited by destructive typhoons.

The northeast monsoon (amihan) comes around from November to May, with the unpredictable easterly wind (timog) occasionally occuring during the period.  The southwest monsoon (habagat) occurs from June to October.

The seismic condition is affected mainly by the Negros Trench and slightly by the Sulu Trench, although only mild occurrences of tremors had been felt. 

 
Hydrographic Condition Depths alongside the piers vary from 3 meters at Pier 3, to 11 meters at the tip of Pier 1.  Banks slope sharply thereafter.
Tydal Range/Type Tidal type – Semi – diurnal mean range (MLW-HUM) – 1.01 meters diurnal Range (MLLWL – MHHWL) – 1.56 meters.
Access Road Entrance to the port is through J.P. Martinez St. from the west and exit is towards the Dumaguete port road leading to J.P. Martinez Street is connected with Looc-Piapi Coastal Road.


PORT FACILITIES 
Description Reinforced concrete finger piers supported by concrete piles and handling general cargoes, containers and passengers both domestic and foreign traffic.

Total berth length for all three (3) piers is 678 meters.  However, due to shallow waters along the coast, only about 500 meters is available for berthing.  Foreign vessels are assigned to Pier 1 southside.
 
Storage Facilities Open storage area of 347 square meters (part of the Port Road).   However, Piers 1, 2 and 3 are also used as storage areas totaling 5,808.8 square meters.  There are comfort rooms at the Passenger Terminal Building and near the Mini Passenger Shed.
Anchorage Six (6) anchorage points have been designated east of the port with a distance of 975 feet between points.
Other Facilities One passenger shed of 134.61 square meters, mini passenger shed of 18.44 square meters, RORO ramp  9m x 11m fixed type, rubber tire fendering system, mooring fixtures 46 units, and privately installed temporary-type fastcraft berths.

PORT SERVICES
Cargo Handling Arrastre and stevedoring services are provided by Cipres Stevedoring and Arrastre, Inc. (CISAI), a duly licensed arrastre operator with several years of experience in cargo handling.  It has a complement of some 250 personnel and laborers.  The laborers are organized into gangs of 12-15 men per gang and headed by a gang boss.
Bunkering Available from Shell, Caltex, and Petron depots through road lorries.   At least 24-hour advance notice is required.   
Pilotage Compulsory to all vessels.  At least 24 hours advance notice must be sent to PPA-Dumaguete who in turn informs the Dumaguete Pilots’ Association.  Pilots board at the designated boarding station located 0.56 nautical miles east of the port of Dumaguete.  The pilot launch, powered by a single 16 HP engine 28 feet long with a half-arch out-rigger, is used in conveying the pilots or other boarding teams to the vessel at the designated boarding station.  With only this motorized banca, prompt and efficient pilotage services are usually hampered during inclement weather.
Water Supply Supplied by the Dumaguete Water District.  24-hour advance notice and full prepayment are required.  Distribution pipes are installed along the piers.
Ship Repairs Major ship repair facilities are not available.  Lathe works may be availed of from local machine shops.
Trucking Trucking services is either provided by the shippers or consignees or by duly licensed trucking operators.
Chandling There are no licensed chandling service operators in the area because of its insignificant volume.  However, their services may be availed of through prior arrangements.
Brokerage There is only one operator engaged in the brokerage business.   There are however forwarding agencies in the locality such as LBC, Allied, Pambato, FCTC, and Far Cargo with national offices.
